Kashmir has been ravaged by war between India and Pakistan, who have fought over the fabled paradise since Partition and Independence in 1947.
If god(s) exist(s)....
perhaps HE
perhaps SHE
or
perhaps IT
was jealous of Kashmir being labelled paradise and caused India and Pakistan, and China to an extent, to make paradise seem like a living hell.

Are you sure? It is written also on the Diwan-i Khass (Hall of Private Viewing) at Shahjahanabad, in Delhi, where it refers to the structure itself, and by association Shah Jahan (شاه جهان).
Not to say that his father, Jahangir (نور الدین جهانگیر) couldn't have said the same thing.
yes...it's actually a relatively famous Persian couplet that was written, I believe, by a poet named Firdaus - and so this particular sher might be a maqta from a ghazal - not sure about that. but the couplet itself wasn't written for Kashmir
And although it's written in the Diwan-e-Khas, Jehangir was the one who uttered it upon his arrival in Kashmir...
